MO First Steps
The Missouri First Steps program is dedicated to assisting families in the development of their children from birth to 36 months. The program provides essential support, resources, and services that tailor to each family's unique needs, promoting a child's healthy growth and active participation in family and community life.
Families can access these services directly or through referrals from healthcare providers. Once a referral is made, a service coordinator will guide families through the evaluation and planning process to ensure that their child's developmental needs are met.

First Steps is an Early Intervention system for infants and toddlers, birth to age three, who have delayed development or diagnosed conditions that are associated with developmental disabilities. The federal law governing First Steps is Part C of the Individuals with Disabilities Education Act (IDEA). The Department of Elementary and Secondary Education (DESE) is the lead state agency responsible for implementing the First Steps program. First Steps is a voluntary, parent education, coaching model designed to support a family’s capacity to enhance their child’s development and learning and to increase the child’s participation in family and community life.

The following individuals and agencies may refer a child to First Steps: parents; hospitals (including prenatal and postnatal care facilities); physicians; child-care programs and early learning programs; local educational agencies (including special education and parent education programs) and schools; public health facilities; other public health or social service agencies; other clinics and health care providers; public agencies and staff in the child welfare system (including child protective services and foster care); homeless family shelters; and domestic violence shelters and agencies.
